Landing pads have their own set of specific dynamics. They can be placed at a Snap Point or independent of one. They can be rotated while snapped to orient the ship recall panel in which ever position is desired. The landing pad can only snap to 4 other objects (and vise versa): Glass Roofed Corridor, Straight Corridor, Cylindrical Room, and Door.

There are certain objectives in this quest line that do not update based on new bases or base locations, forcing you to go back to your original base (where the quest left off), but even then, there are still glitches. For the new landing pad, I found a technique that works for me: Decide where you want your pad. Set down a stone floor tile at the level you want and aimed at the place you want the pad to be.
